It is very obvious that opinions vary on this subject and all have great ideas. From my perspective it really boils down on:

1. Budget - how much money do you have to spend - can you afford some web or graphic designs as this will greatly simplify the work ahead
2. Time - do you have time to learn and experiment as the task is not necessarily is easy as it sounds.
3. Target audience - if you know your target group then the question what will be acceptable in terms of a quality web site to your target group.
4. Competition - if your competitors have set the standard what is it? can you match it.
5. Customisation - templates give you a great start but how much do you need to customise for your site.

This give you a good start to get you to think whether you should do your web site or not. There are some great templates and ways to get yourself going but you need to know the factors to all of the above questions and probably mix and match.
